Executive Summary

Building on the work of the Legal Services Corporation and Temple University’s Center for Public Health Law Research that summarized local eviction laws in 30 cities in 2021 to highlight tenant’s unfulfilled legal eviction needs, we summarize the eviction laws, including illegal lockout laws, in five jurisdictions: Michigan, Mississippi, Missouri, Pennsylvania, and Washington.

Specifically, we summarized laws from the state, county, and city levels from each jurisdiction, using plain language so all housing stakeholders would be able to understand the law. We also provided citations for the laws for those who want to read the actual text of the law. For a full discussion of the gaps in the housing laws in these five jurisdictions, see our full report.
